Information we collect
When you use the eligibility check on our site, we collect the answers you provide — which electric utility serves you, whether the bill is in your name, whether you're enrolled in a qualifying assistance program (we store only a yes/no result of that question, never which program), an income range (never an exact figure), and — if you continue to the solar section — homeowner status, electric bill range, roof age, address, and preferred call time. If you give us a phone number, we also collect technical details we need for legal compliance: your IP address, browser user agent, and the exact date and time you consented to be contacted.
You are never required to give us a phone number to see your CARE/FERA eligibility result — it's shown on screen regardless. A phone number is only needed if you'd like us to text you the enrollment steps.
Contact consent
Entering your phone number and checking the consent box is how you opt in to calls and texts. The checkbox is unchecked by default. You can skip it and still see your on-screen eligibility result. We show this disclosure next to the checkbox and store it verbatim with your submission:

You can revoke consent at any time by replying STOP to any text message, or by contacting us directly. Reply HELP for help. We honor opt-outs immediately and permanently. You can also skip the phone field and still see your on-screen result. The same SMS opt-in language is posted at energybillreduction.org/sms.
Text messages and phone numbers
We do not sell or rent phone numbers.
We do not share phone numbers with third parties for their own marketing purposes.
A phone number given as part of a solar inquiry may be shared with the licensed home improvement salesperson assigned to that inquiry — Daniel Mohammadi, CSLB HIS Registration #139088 — solely so he can fulfill the request.
Numbers submitted for a CARE or FERA eligibility check only are never shared with anyone.
When a number is on file, it is used for three kinds of messages: an internal notification to our operators when someone submits a request; a confirmation message to the person who submitted their number; and the personalized savings list when that person asks us to text it. The internal notification goes to us, not to you.

How we use and share your information
We use your information to determine whether you qualify for CARE or FERA and to send you the enrollment steps if you opt in to SMS/text messages. We do not sell your information to unrelated third parties for their own marketing purposes.

Data retention and security
We retain eligibility-check records as long as reasonably necessary for follow-up, compliance, and recordkeeping, and we restrict access to authorized agents only.
